Our Team

Jeff Baldino
Founder & Principal Engineer
Jeff Baldino holds a Master of Engineering from the University of Southern California and is an expert in air quality and climate change. Jeff has worked as a professional consultant since 2006 supporting a variety of clients and industry sectors. Over the course of his career, he has focused on midstream and downstream oil and gas operations and thermally intensive manufacturing facilities. Jeff has advised clients as they navigate mergers, acquisitions or buyouts, build compliance programs around emerging air quality or climate change policy, or serve as a lead verifier on biofuel pathway and GHG audits. At EcoCira, Jeff has focused on our carbon accounting platform building client relationships in support of AB 32 umbrella programs with an emphasis on clean fuel projects.
Jeff has published on topics ranging from ultrafine particles and human health risk to carbon market strategies for Fortune 500 companies. He founded EcoCira to help clients meet and exceed their performance goals for business and sustainability.

Meir Hasbani
Principal Engineer
Meir Hasbani holds a Bachelor of Science in Chemical Engineering from Princeton University. He is an energy strategist with experience in renewable fuels, net-zero strategy, and climate policy. Before joining EcoCira, Meir spent nearly a decade at Chevron leading US West Coast and Biofuel strategy, including project management of Chevron’s first renewable diesel, gasoline and sustainable aviation fuel manufacturing facilities.
At EcoCira, Meir advises clients on biofuels pathways, greenhouse gas reduction and regulatory readiness—helping organizations streamline compliance, meet assurance requirements, and develop strategy with evolving climate policy. He focuses on turning complex technical and policy requirements into practical solutions for operations and leadership teams.

Connor Carroll
Senior Engineer
Connor Carroll has been with EcoCira since 2019 and holds a B.S. in Chemical Engineering and an M.S. in Environmental Engineering. He is an accredited lead verifier in the California, Oregon, and Washington GHG reporting programs, as well as a lead verifier in the California LCFS and Oregon CFP programs. Connor has led and supported a wide range of state and federal GHG reporting projects for refineries and large manufacturing facilities. He has played a central role in EcoCira’s LCFS project portfolio– supporting project validation and annual verification, conducting technical reviews of CI models, developing data management systems, and serving as a verifier.
Beyond GHG and LCFS reporting, Connor brings significant experience in air quality permitting in California. He has managed multiple permitting projects and renewable energy feasibility studies, providing both technical expertise and project leadership. Alongside his EcoCira colleagues, Connor has also co-authored two research papers covering emerging technologies and regulations.

Amy Chen
Project Manager
Amy Chen holds a Master of Science in Environmental Health Sciences from the University of California, Los Angeles (UCLA), and specializes in air quality and environmental compliance. She has experience at the California Air Resources Board (CARB) as well as in environmental consulting, giving her a broad perspective on regulatory programs and practical implementation.
In consulting, Amy has focused on California Environmental Quality Act (CEQA) evaluations, air permitting for large-scale manufacturing operations, and Low Carbon Fuel Standard (LCFS) verification supporting refinery operations. She is skilled in emissions analysis, health risk assessments, and regulatory compliance, applying specialized modeling and data analysis tools to deliver accurate and actionable results. At CARB, Amy contributed to the development and maintenance of the EMFAC on-road emission inventory model and gained experience with database management systems.

Lucas Willey
Staff Engineer
Lucas Willey holds a B.S. in Chemical Engineering from the University of California, Los Angeles, where he earned recognition for both academic achievement and undergraduate research. At UCLA, he worked on projects ranging from polymer materials research to large-scale plant design, including carbon capture integration. He also gained industry exposure through internships focused on automation and renewable energy technologies.
Since joining EcoCira, Lucas has applied his engineering background to environmental compliance and sustainability initiatives. He assists with greenhouse gas reporting under state and federal programs, helps develop monitoring frameworks for clean fuel regulations, aids in verification through data review and facility interviews, and conducts carbon credit analysis including RIN and LCFS price trends. Through these experiences, Lucas has built practical expertise in regulatory interpretation, emissions accounting, and quality assurance, helping companies meet evolving climate and energy standards.
