During the July 21st, 2026 public workshop, the California Air Resources Board (CARB) discussed several proposed changes to the implementation of SB 253, providing the clearest picture yet of how California’s corporate greenhouse gas reporting program is expected to operate.

The July 1 amendments to the California LCFS program introduced new feedstock attestation requirements that significantly expand what pathway holders must document, validate, and defend during validation. 

At our core, we’re policy wonks here at EcoCira, so we were excited when CARB finally put out their Initial Statement of Reasons (ISOR) for the updates to Cap-and-Invest and the Mandatory Reporting Rule (MRR) last week.

The Refinery Investment Credit Program (“RICP”) provisions of the California Low Carbon Fuel Standard (LCFS) (regulated under Title 17 CCR 95489(e)) allow refineries in California to generate credits by undertaking GHG reduction projects at their facilities. Although fuel pathways provide the primary avenue for credit generation within the LCFS, fuel producers can also generate credits with project-based crediting.
